The country is a global hotspot of flood risk, ranking 7th in the world for share of population exposed to riverine floods. Significant floods in 2019 and 2020 were surpassed by record floods in 2021, which affected between 800,000 to 1.2 million people and displaced more than 300,000 people. Economic damages are estimated to be around US$ 671 million6. The country is also vulnerable to droughts, with severe drought recorded twice since independence (2011, 2015). The consulting services aim to support long-term flood risk management planning and investment in South Sudan, to prepare feasibility assessments and design for key priority flood risk management infrastructure, to prepare bidding documents and to conduct super-vision of project work to be implemented through international contracting practices. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Consulting Services are divided into two phases. Phase 1 is for rapid assessment, investment planning and detailed feasibility studies, design, and bidding documents of priority interventions in the first years of implementation. Phase 2 is for detailed feasibility studies, preparation of detailed design and bidding documents of additional flood risk management and multipurpose water storage interventions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Z&amp;A shall provide services as below:<br><strong>Task 1A Flood Control Structures in Bor South and Twic East in Jonglei State, includes the following surveys:<\/strong><br>\u2022 Prepare detailed specifications for the required surveys (Topo, GI, Hydraulics);<br>\u2022 Review and supervise the quality of the surveys;<br>\u2022 Input to the Inception report (if needed);<br>\u2022 Identification of most suitable rehabilitation solution based on technical, economic, social, and environmental considerations;<br>\u2022 Preparation of detailed feasibility study for the identified rehabilitation solution;<br>\u2022 Prepare online workshop presentation for each of the main priority interventions;<br>\u2022 Develop guidelines for flood control infrastructure identified and recommended during the feasibility studies;<br>\u2022 Preparation of Operation and Maintenance (O&amp;M) manuals.<br><em>Required outputs:<\/em><br>\u2022 Specifications for surveys;<br>\u2022 Feasibility report for interventions in Task 1A;<br>\u2022 Guidelines for flood control infrastructure identified and recommended during the feasibility studies;<br>\u2022 Guidelines for community training and O&amp;M of infrastructure.<br><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Task 1C Kinyeti multipurpose water resources development project<br><\/strong>\u2022 Review the basic studies (hydrology, topography, geotechnical engineering, seismicity, environmental &amp; social);<br>\u2022 Prepare detailed specifications for the additional surveys (if needed after assessment of the available data);<br>\u2022 Review the provided feasibility studies and update as per the RCRP ToR;<br>\u2022 Investigation of the Dam foundations, availability of construction materials, slope stability of route of access to dam sites, reservoir slope stability and water tightness;<br>\u2022 Prepare online workshop with the updated feasibility studies;<br>\u2022 Develop dam safety guidelines;<br>\u2022 Prepare final design (including drawings, technical specifications, BoQ, Cost estimations) and bidding documents for the implementation of Kinyeti Dam.<br>\u2022 Prepare dam safety plans, Construction Supervision &amp; Quality Assurance Plan, Instrumentation Plan<br><em>Required outputs:<\/em><br>\u2022 Specifications for additional surveys;<br>\u2022 Updated feasibility report of Kinyeti Multipurpose Dam with integrated flood mitigation solution;<br>\u2022 Final designs (including drawings, technical specifications, BoQ, Cost estimations);<br>\u2022 Dam safety plan;<br>\u2022 Construction Supervision &amp; Quality Assurance Plan;<br>\u2022 Instrumentation Plan;<br>\u2022 Bidding documents<\/p>\n","protected":false},"excerpt":{"rendered":"<p>South Sudan experiences frequent and intense floods and droughts.
