The assigment concerns the design and supervision of the construction works in the small towns of Ribaué, Mutuali and Mecuburi and rural growth centers of Chiulo – Malema, Niosse – Malema, Muiti – Mecuburi and Namilasse – Murrupula (Mozambique). The consultancy includes: the upgrade and expansion of the water supply systems (including, household connections), abstraction, water treatment plants, reservoirs and reticulations. Concurrently the consultant will also elaborate an environmental and social assessment for each of the above mentioned locations.

RIBÁUÈ: The District of Ribáuè has a population of 256,144 inhabitants

MUTUALI: The Administrative post of Mutuali has a population of 67,362 inhabitants

MECUBURI: The Mecubúri administrative post has a population of 96,297

CHIHULO- MALEMA: The locality of Chihulo has a total population of 18,994 inhabitants
NIOSSE- MALEMA: The administrative post of Malema has a total population of 126,655 inhabitants

The Sub-Consultant (Z&A) is providing the following Consultancy services:

1.         Feasibility Study Phase

Z&A shall prepare the Feasibility design of the Macuje Dam for Nampula and ancillary structures (intake, bottom/mid level outlet, spillway), and some alternatives to be discussed, according to the World Bank Standard. The sub-consultant shall also support the Consultant to redact the investigation plan for engineering surveys to be done before the detailed design. The subconsultant will provide support for the hydrological and flood analysis, sediment transport analysis and preliminary topographic surveys (including the DTM), that remain in charge to the Consultant, as well as the geological surveys and reports.

The final feasibility study suggested proposal No2. The Final Dam characteristics are the following: A rockfill dam at the order of 36m in height, is estimated to be approximately 770m long at crest axis. The river invert elevation is set at +407.00masl. The crest width is set at 8.0m, and the embankment slopes are proposed 2.5:1 (width: height) for the upstream face and 2:1 for the downstream face.

The district of Cidade de Pemba covers 100 km2 and had in 2017 200,529 inhabitants, 5% of the total population of Cabo Delgado province. The district showed between 2007 and 2017 a population growth of about 25%. According to INE forecasts, the total population of the province will grow up to 5,416,000 inhabitants, which for the district of Cidade de Pemba can mean 479,000 inhabitants by 2050. The water supply to Pemba is based on groundwater pumped from the Metuge aquifer which is located along the Muaguide River. The Metuge wellfield is located some 50 km west of the city. The distribution network consists of approximately 406 km of pipes (including the transmis-sion main), 19 252 domestic connections until 2020.

The district of Nacala-Porto had in 2017 287,536 inhabitants, 5% of the total population of Nampula province. The district showed between 2007 and 2017 a population growth of about 35%. According to INE forecasts,the total population of the province will grow up to 12,592,000 inhabitants, which for the district of Nacala- Porto can mean 660,300 inhabitants by 2050. At present a total of 90.534 people in Nacala Town have access to safe water from a network of around 275 km and 13.508 connections

The Consulting Services include:
Develop a required Master Plan for 2050-year horizon and formulate appropriate action plans to implement the Master Plan;

Develop a Preliminary Design Report of the identified projects for 2035-year horizon.
Develop an Environmental and Social pre-assessment for the identified project (EPDA).
Analysis of the current Situation.
Beneficiary and Socio-economic Assessment.
Assess capacity and willingness to pay.
Water Demand Assessment.
Evaluation of Existing Infrastructure and future Capacity.
Source assessment regarding yield and Quality.
Financial Analysis of the current water system.
Master Plan with a proposed Investment Programme for 2050-year horizon;
Financial cash flow analysis of the proposed Investment Programme.
Preliminary Design of 2035 Infrastructure Needs.
