This Consulting Services for Construction Supervision and Preparation of O&M Plans were for the Lusitu, Musakashi South and North Irrigation Schemes situated in Chirundu and Mufulira Districts, respectively. The services also included the supervision of the water supply installation for the Musakashi South and Lusitu communities as well as supervising the procurement of spares for the three irrigation schemes namely Lusitu, Musakashi South and Mwomboshi
Lusitu Location and size of the command area
The Lusitu Irrigation Scheme site is located on the left bank of the Zambezi River, downstream of Kariba Dam and about 15km south of Chirundu district in Lusaka Province. The size of the existing gross area was approximately 5,000ha while the proposed size of the command area was 530ha.

Musakashi Location and size of the command area
The Musakashi Irrigation Scheme site is located in Musakashi Farming Block in Mufilira District on the Copperbelt. The project area comprised a mix of farmers on a gross area of approximately 725 ha. Water was supplied to the irrigation areas via a system of pumping stations, reservoirs and pipes.

Z&A performed the principal services as the Engineer responsible for the supervision of the works (in accordance with the FIDIC Conditions of Contract). Z&A ensured that the works were carried out in accordance with the approved design and specifications, and that the quality of works meet the standards and specifications re-quired in technical document. That included assessment and monitoring of construction/ installation programs, mate-rials, labor, construction/ installation methods, in compliance with specified construction/ installation methods.

The Irrigation Development Support Project (IDSP) is addressing dam safety legacy issues under the closed Water Resources Development Project. Phase 1 covers the design and preparation of tender documents for the proposed works and Phase 2 the actual rehabilitation of the existing infrastructures to make the dams safe and operational. It has to be noted that no new ancillary infrastructure will be constructed. The eight earth dams namely; Kanyika, Mak-aba, Nabowa, Ngolongozya, Chikowa, Ndondi, Nachibanga and Kawiko, were relatively small and were located in remote sparsely populated areas, where the potential for loss of life and/or significant loss to livelihoods in case of dam failure is minimal. The overall objective of the assignment was the supervision of the construction works for the Mwomboshi Dam and appurtenant structures in accordance with the International Federation of Consulting Engineers (FIDIC) Conditions of Contract.

The Mwomboshi site developed on both banks of the Mwomboshi River, in Chisamba District in Central Province to the east of the Great North (T2) Road and covers a total area irrigation of around 5,170 ha gross, abstracting water from the reservoir of the dam. The Dam is a composite structure, with a central concrete spillway of 115m length and 26m height (from foundation), and 26m high rockfill embankments with clay core on either spillway side. It collects water from a 954 km2 catchment, extending up to Mukamwanji Hills at the north, Lileta at the west and Namingele Hill at the south.

A 115m long concrete frontal un-gated dam spillway was proposed within the present riverbed area. The spillway works were designed for a 2,500 yrs recurrence interval and their capacity was also checked against a 10,000 yrs flood event. The design flood is 1,300 m3/s and the check flood 1,600 m3/s. Moreover, floods corresponding to 10, 25 and 50 yrs return periods were calculated, to allow the design of the necessary diversion works and of the culverts along streams and creeks that are crossed by the conveyance network.

The reservoir full supply level (FSL) is +1,091.75 masl as determined by the free overflow spillway design and corresponds to a total reservoir volume of 63.6Mcm. The dam crest is at an elevation of +1096m with a width of 8.0 m. The lengths of the embankment sections are 633.50 m for the right embankment and 1062.00 m for the left embankment. Z&A was also responsible for the detail design of the Dam.

The main objective of this Irrigation Development Support Project is to “increase yields per hectare and value of diverse products marketed by smallholders benefiting from investments in irrigation in selected sites served by the project”, but also other uses of water supply, water for livestock and hydropower shall be examined. The project develops three irrigation sites of a total area of 6,500ha, namely Lusitu, Musakashi and Mwomboshi, at feasibility and detail design level and also includes the construction of the proposed irrigation schemes. Public and private partnerships (PPP) will be created for the irrigation development and management in all sites. Water supply is ensured via 3 main pumping stations abstracting water from Zambezi and Kafue River, and via the construction of the 23m high Mwomboshi dam of total storage volume of around 63.6MCM. The dam catchment is 954km2.

This assignment relates to the Kaunda Square Sewershed expansion component, and specifically to the sewer expansion in Mtendere. The component involved the construction of a new sewer reticulation system in Mtendere to which households will be expected to connect. Over 9,000 households were expected to benefit from this intervention. This specific assignment addressed the requirement to “give effect” to the Sanitation Connection Action Plan (SCAP) via the development of a detailed framework and work plan to operationalise it. The project objectives that needed to be implemented involved the provision of cost estimates for the household connections to the sanitation network infrastructure assets and the design and cost estimation for suitable household infrastructure, i.e. water closets (WC). The level of implementation is expected to be over 80% in order for the Sanitation Network to function efficiently. The project’s outcome will have significant impact on future endeavors in similar areas in Zambia, as it identifies the problems and risks within the parameters given. The total gravity flowing sewerage network that was examined has a length of approximately 82,000 m.

The USA acting through the Millennium Challenge Corporation (MCC) signed a Compact Agreement with the Government of Zambia which includes investments in water supply, sanitation and drainage in the City of Lusaka, where the Lusaka Water Supply, Sanitation and Drainage (LWSSD) Project was supported. The purpose of this Consultancy was to assist in the successful implementation of the Sustainability Agreement. The project was separated in two phases. During phase A’ a comprehensive set of performance indicators were proposed, covering all aspects of LWSC performance and performance indicator baseline and target values were established. The duration of Phase B’ is set to 5 years and the scope of this service was to monitor progress towards the target values. Phase B’ is an on going consultancy. The proposed performance indicators were structured into Indicators for Water Services, Indicators for Wastewater Services, Financial, Governance and Personnel Indicators.

The project developed three sites at feasibility and detail design level (Group 1 sites – 6400ha) and evaluated the potential to develop another four sites at a later stage, at prefeasibility level (Group 2 sites). Public and private partnerships (PPP) were created for the irrigation development and management in al Irrigation Development Support Projectl IDSP sites. Project interventions consisted of a three-tier system at each of the irrigation sites to be developed. Water supply is ensured via the construction of Mwomboshi dam, which will be 23m high and have a total storage volume of around 62MCM. The dam catchment is 954km². All four Group 2 sites – 10000ha – require the construction of a dam to ensure the necessary water volumes. The overall objective of the study was to undertake a prefeasibility study covering the entire study area and to continue with feasibility studies and detailed designs of multiple land husbandry, dam and hillside irrigation schemes at selected sites with a total irrigation net area of 3,500 ha (total gross area of 4,200 ha). All required surveys topographical, geotechnical, soil and socio were part of the services.Finally a feasibility study of an HPP of 0.2 MWwas prepared. The project was tendered.
