CONSULTANCY SERVICES FOR UP‐SCALING THE SHIRE RIVER OPERA-TION DECISION SUPPORT SYSTEM (ODSS) THROUGH ENHANCED HY-DROMET NETWORK SYSTEM IN MALAWI

The main objective was to create a connection between the results produced by the Shire River Operation Decision Support System (ODSS) software and the KABOM (Kamuzu Barrage Operation and Management Model) management tool so that the hydrological information produced and data collected by the ODSS can be directly in-gested into KABOM to improve and facilitate decision support. It is specified that in the initial phase of implemen-tation, the tool’s functionalities were kept the same as those of the currently implemented system, thus upgrading the software used and connecting it to the ODSS. Subsequently, the need and possibility of adding new features to the tool were also evaluated. Another improvement resulting from the connection with the ODSS software is the more precise definition of the amount of resource coming from the tributaries, which in this case can be directly calculated by the hydrological model instead of being limited to the choice of low or high parameters.

The provided services covered the fields of:
I. Improving the web dissemination platform for informing the public and stakeholders on flooding;
II. Improving the data collection database system (data sharing);
III. Improving the link between Kamuzu Barrage Operative Management and the ODSS;
IV. Improving the existing flood and flow forecasting system for Lower Shire River sub‐catchment;
V. Improving the system to for predicting flooding extents and depths;
VI. Improving the capabilities at the flood forecasting center including human resources;
VII. Improving the system for public participation, public education and sensitization;
